562.1 million spectators and participants in artistic activities were attended

Information of the Sixth Report by the Government of the Republic concerning Culture

When informing the nation about the Sixth Government Report delivered to the Federal Congress, the President of the Republic, Enrique Peña Nieto, referred to the Culture sector, where he highlighted that during the current administration the historic step of the creation of the Department of Culture was taken.

On June 19, 2017, the General Law of Culture and Cultural Rights was issued, which regulates the right to culture of every person, in accordance with the Political Constitution of the United Mexican States.

As a result of the earthquakes that occurred on September 7 and 19, 2017, until last June, two thousand two hundred and twenty one buildings were damaged, including religious and civil properties, museums and archaeological sites in 11 states: Puebla (530); Oaxaca (559); Mexico (279); Morelos (259); Tlaxcala (134); Chiapas (114); Mexico City (197); Guerrero (95); Tabasco (27); Hidalgo (13); and Veracruz (14).

In the first half of 2018, 278 cultural properties were restored, of which 216 are unmovable historical monuments, 50 movable historical monuments and 12 archaeological sites. Work will continue until the second half of 2020.

During the present administration, 562.1 million spectators and participants were served through 4.4 million artistic and cultural activities. The financial resources allocated from 2013 to June 2018 to the cultural sector altogether were 78,872.2 million pesos, 17% higher in real terms than the total resources used in the previous administration.

A total of 46.6% of the resources were used for the promotion of artistic and cultural expressions, 20.2% for the preservation and promotion of cultural heritage and diversity, 14.8% for the promotion of artistic and cultural education and research, 9.7% for the support of artistic creation and development of creative industries, 4.7% for the provision of cultural infrastructure and 4% for universal access to culture through digital technology.

The original budget allocated to Culture in 2018 was 12,916.2 million pesos, of which 5,779.6 million pesos were spent as of June 30. Between September 2017 and June 2018, more than 696,000 artistic and cultural activities were held, reaching 84.7 million spectators and participants throughout the country.

The Department of Culture, in cooperation with its coordinated agencies, carried out various activities: under the Culture for Harmony Mexico Program, 89 community groups were organized with creative expressions within the disciplines of circus, theater, graphics, and digital, cinematographic and photographic creation, which included more than 3,500 children from the country, 42% more than the previous period.

The National Institute of Fine Arts (INBA, for its acronym in Spanish), carried out 18,270 activities for 7.5 million people with a wide range of activities in shows, theaters, forums, museums, galleries and outdoor spaces throughout the country, also had 873,549 visitors to the exhibitions presented abroad.

In the period from September 2017 to June 2018, 22 national exhibitions were held abroad and 15 international exhibitions were held in the Culture Sector's museums; 120% and 25% more than in the previous period, respectively.

The total, between 2013 and June 2018 is 101 international exhibitions in museums in the country and 75 national exhibitions presented at major places abroad.

Concerning Promotion of Reading, during this administration, 3.8 million activities were offered with the assistance of 80.7 million people through the 7,436 public libraries, nine of which were incorporated between September 2017 and June 2018, belonging to the National Network of Public Libraries (RNBP, for its acronym in Spanish), which represents the largest cultural infrastructure in the country, and the 4,452 spaces of the National Program of Reading Rooms.

With the purpose of carrying out an intensive work of rehabilitation, maintenance and updating of the infrastructure and cultural spaces, between September 2017 and June 2018 the following actions were carried out: Maintenance, rehabilitation and conservation work continued on important INBA buildings such as the Palace of Fine Arts; Ex Teresa Arte Actual; Modern Art Museum; National Museum of Art; Xavier Villaurrutia Center for Literary Creation; and the National Conservatory of Music.

From September 1, 2017 to June 30, 2018, the National Institute of Anthropology and History (INAH) carried out 152 maintenance tasks, including those undertaken in the Regional Museums of Guadalupe, El Carmen, Casa de Carranza and the Culhuacán Community Center.

Due to the earthquakes of September 7 and 19, the INAH carried out 27 reports on structural and operational safety in buildings in Mexico City, including the Directorate of Archaeological Studies, Archaeological Rescue, Museo del Templo Mayor, and the Museo Casa de Carranza.

In the states of Mexico and Morelos, reports were carried out at the Ecatepec Community Center (Casa Morelos), the National Museum of the Viceroyalty, the INAH Center in the State of Mexico, the Tepexpan Museum, and the former Convent of San Agustín Acolman, among others.

In this sense, the General Directorate of Cultural Heritage Sites and Monuments of the Department of Culture carried out protection activities, particularly those carried out in the Metropolitan Cathedral and Tabernacle of Mexico City.

The Program to Support the Cultural Infrastructure of the States (PAICE), in the 2017 Call, allocated an amount of 94 million pesos. It supported 26 cultural infrastructure projects, 15 local, 11 multi-state and national, from 23 towns in 16 states.

In this administration, 341 projects were supported, 18.4% more than in the same period of the previous administration, with a federal investment of 1,315 million pesos and a co-financing of 1,230.1 million pesos. Compared to the previous administration, federal resources for the current six-year period increased by 164%.

The Fund to Support Communities for the Restoration of Monuments and Artistic Assets owned by the Federal Government (Foremoba) granted 121.7 million pesos from 2013 to 2017, an amount 16% higher in real terms than that granted in the same period of the previous administration, to support 348 projects in rural or urban communities.

With the purpose of valuing, promoting and disseminating living indigenous cultures in all their expressions, between February and March 2018, the Financial Resources of the Program of Support for Municipal and Community Cultures (Pacmyc), corresponding to the issuance of the 2017 Call, which allocated 45.5 million pesos to finance 1,349 community cultural initiatives.

From 2013 to 2017, support was granted to 8,158 projects, 7.6% more than the same period of the previous administration. 232.3 million pesos were invested in Pacmyc between 2013 and 2017, 113.7% higher in real terms than in the same period of the previous administration.

During the period 2013 to June 2018, the Department of Culture awarded 18,561 scholarships, incentives and recognitions for artistic creation.

Of note are 743 scholarships for study abroad, 688 scholarships for stage creators, 792 financial support for promotion and co-investment, 4,588 incentives through the National System of Creators of Art of Fonca, 1,555 scholarships for young creators, 620 INBA scholarships through the National Fund for Culture and the Arts to support artistic creation and 3,826 incentives from the Program to Stimulate Creation and Artistic Development (PECDA), aimed at creators in the states.

Once the different calls for proposals of the National Fund for Culture and the Arts were concluded in December 2017, 1,838 scholarships and incentives for creation were granted, 4.4% more than the previous year through 13 programs that meet the proposals and needs of the country's artistic and cultural community.

Through the National System of Art Creators, 624 creators were assisted, integrated with members of the 2015, 2016 and 2017 issuance, as well as the 73 Emeritus Creators.

Regarding the diffusion of the cinematographic productions, in this administration there were 299 movie theaters premieres of Mexican movies supported by the Government of the Republic, through Imcine and the different production promotion funds, with 103.5 million attendees, which compared to the same period of the previous administration, represents an increase of 16% and 75.5%, respectively.

Support was given to the production of 497 feature films and 126 short films, and 303 support was provided for scripts and film projects, as well as participation in the co-production of 61 feature films. Mexican films supported by the State participated in 2,853 international and 927 national festivals, obtaining 613 international and 966 national awards.

In order to consolidate the national policy of digitization, digital preservation and online accessibility of Mexico's cultural heritage, as well as the use of technological systems and devices in the dissemination of art and culture, from September 2017 to June 2018, various activities were carried out, including the digitization of the content of 1,304 digital media, equivalent to 1,808 hours in the Fonoteca Nacional and the digitization of 238 pieces of film material in the Cineteca Nacional.
