El Programa Vigías del Patrimonio Cultural tiene el propósito de formar jóvenes en el reconocimiento y la valoración de la riqueza cultural de sus municipios, mediante procesos en los que a partir de la identificación, investigación y apropiación social del patrimonio cultural local, diseñen y pongan en marcha acciones de participación ciudadana para protegerlo, compartirlo y disfrutarlo, a la vez que fortalezcan la identidad y el tejido social.

    Localidades con potencial y vocación turística con sustento en la riqueza y
    el disfrute de su cultura, e interesadas en reforzar sus referentes de identidad cultural.

    Aprovechamiento del Patrimonio Cultural

    Localidades que impulsan procesos culturales y /o turísticos con base en la puesta
    en valor, la apropiación social y el disfrute de su patrimonio cultural como una vía para
    su propio desarrollo y el fortalecimiento de su identidad.

    Desarrollo Cultural y Social

    Localidades en situación de vulnerabilidad cultural o social con interés en reconocer
    su potencial cultural y las vías para su desarrollo, así como en reforzar los referentes
    de su identidad cultural y restablecer el tejido social.

FORMACIÓN DE GRUPOS DE "VIGÍAS DEL PATRIMONIO CULTURAL"


OBJETIVO
Formar grupos de jóvenes en el reconocimiento y la valoración de la riqueza cultural de sus municipios, para propiciar la participación ciudadana en la apropiación social de su patrimonio cultural.

METODOLOGÍA
Metodología participativa en la cual se entrelazan la teoría y la práctica a partir de la cultura del propio contexto y a través de actividades creativas y participativas, en las que mediante el trabajo colectivo se producen materiales para promover la apropiación social y la interpretación de patrimonio cultural local.








DURACIÓN
Diplomado de 150 horas (96 presenciales en 4 módulos y 54 de trabajo de campo en 3 periodos) distribuidas en 9 semanas.

METAS

  • Grupo de vigías acreditados. Se entrega gafete de acreditación y constancia por parte de la CNPCyT, además de constancia de Diplomado emitida por la SEP.
  • Materiales para la apropiación social del patrimonio cultural local.
  • Programa anual de trabajo del grupo de vigías.
  • Programa Municipal de Vigías del Patrimonio Cultural y su Reglamento para garantizar el desempeño de los vigías.

TALLER "EL PATRIMONIO CULTURAL EN NUESTRAS MANOS"


OBJETIVO
Propiciar en los jóvenes el conocimiento de su riqueza cultural y sensibilizarlos para su valoración, protección y disfrute, de tal suerte que puedan convertirse en impulsores de una red ciudadana que promueva la apropiación social del patrimonio cultural de la comunidad.


METODOLOGÍA

El taller se realiza a través de actividades colectivas y participativas en un ambiente basado en "juegos didácticos" que promueven la puesta en valor y el reconocimiento de los significados del patrimonio cultural.





DURACIÓN
16 horas en cuatro sesiones, pueden impartirse en 2, 3 o 4 días



METAS

  • Jóvenes capacitados. Se entrega reconocimiento por parte de la CNPCyT.
  • Grupo sensibilizado con potencial para detonar una red ciudadana para la apropiación social del patrimonio cultural.

El Programa Vigías del Patrimonio Cultural es coordinado a nivel nacional por la Coordinación Nacional de Patrimonio Cultural y Turismo de CONACULTA y operado de manera local bajo la responsabilidad de los gobiernos municipales a través de sus organismos de cultura y/o turismo, con el acompañamiento de la correspondiente institución del gobierno estatal.

Para la puesta en marcha de talleres o diplomados de formación, es necesario que las instituciones municipales, con acompañamiento de las estatales, asuman:

  • Cubrir gastos de hospedaje y alimentación para un facilitador.

  • Cubrir gastos de transportación Ciudad de México-Sede-Ciudad de México para un facilitador.

  • Designar a un enlace operativo que realice el seguimiento de manera permanente.

  • Solicitar por escrito el taller o diplomado a Conaculta estableciendo los compromisos correspondientes.

  • Convocar e integrar a un grupo de 30 jóvenes, realizar el registro de participantes y enviar la documentación correspondiente a Conaculta a más tardar 15 días antes de iniciar el taller o diplomado.

  • Coordinar la organización y logística del taller o diplomado de formación.

  • En el caso de los diplomados de formación, oficializar ante los integrantes del Cabildo el Programa Municipal de Vigías y su correspondiente Reglamento, así como apoyar de manera permanente al grupo de vigías para realizar sus tareas y dar seguimiento a su proceso.
