Legal Framework

The legal basis for Conaculta’s mandates are specified in the Presidential Decree published by the Official Daily of the Federation on 7 December, 1988, based on Articles II, VII, IX, X, XII, XIII, XIV, XVII, and XXII, XXVIII, and XXIX of the Organic Law of Federal Public Administration.

The development of these functions is determined by a very broad and dynamic legal-administrative scheme, consisting of a series of ordinances that include the following:

1. Agreement number 151 – Delegating faculties to the President of the National Council for Culture and the Arts.
2. Decree founding the National Council for Culture and the Arts.
3. Federal Law regarding Monuments and Archaeological, Artistic, and Historic Areas
4. Federal Cinematography Law.

11. Federal Law of Transparency and Access to Public Government Information
12. Federal Semi-Private Agencies Law.
13. Federal Copyright Law.
14. General Library Law.
15. General Law of National Assets.
16. Organic Law of the Mexican Cultural Seminar.
17. Act regarding the Celebration of Treaties.
18. Law of Procurement, Leasing and Services for the Public Sector.
19. Shelter Act, Regulatory Rules 103 and 107 of the Constitution of the United States of Mexico.
20. Superior Fiscal Control Act of the Federation.
21. Law for the Promotion of Books and Reading.
